This paper raises the relationship between working conditions for teachers and State policy in relation to national educational problems, policies that are unuseful to achieve a reform of the education system, as a result of the impossibility of think about social change, and legitimating of educational policies in the current education system. It also contains the results drawn from this study and suggests strategies for a preventive approach.Ítem Proposal for self evaluation in educational organizations(2011-06-30 00:00:00) Montiel Ortega, Eithel; Méndez Salazar, Dionel; López Campos, AlexanderThis article focuses on a synthesis of self-education organizations in an address mode circuit 02-Pitahaya Regional Directorate of the province of Puntarenas, Costa Rica, where he ran an adaptation of international standards for certification educational quality, as the International Organization for Standardization (ISO) and European Foundation for Quality Management (EFQM) to the context of self-evaluation of Costa Rican education. For this purpose a sample was taken to the teachers, principals, school boards, school boards and student governments. Later, they adapted the tools of the models (ISO) and (EFQM) in everyday language so that these people discriminate the items considered necessary for a self-assessment with the context of each educational organization under study.Finally, we present a proposal for self-contextualized to the Schools Division One, which enables them practical meaning to the evaluation processes, seeking to improve the quality of education.Ítem Educational management based in competences: elements for its interpretation in the context of administration of the education(2011-06-30 00:00:00) Venegas Jiménez, PedroThe new century brings rapid changes that extend to the reality in schools, which have had to change their ways of management as a result of new challenges and responsibilities presented by the society. Is very important to the improvement of national education in a global context, to study the education management skills to understand the role of educational administrator. This leads to the need to investigate elements of a profile manager competency-based education from the perspective of professional management.The most immediate learning setting for the development manager of education is the school, through a set of elements of the contemporary theory of knowledge in this field. The author is supported by several publications product of professional experience in the training of educational administrators and participating in projects based on skills.Ítem Analysis of the institutional evaluation approach applied to the educational management of Costa Rica Christian School(2011-06-30 00:00:00) Campos Campos, Ana JenssieThe following article corresponds to the synthesis of a research work about the analysis of the Institutional Evaluation Approach applied to the educational management of a private school in the San José Norte Educational Region. The objectives of the analysis lied in identifying theinstitutional evaluation approach from the characteristics of the three approaches proposed, as well as on determining the dimensions of the approach used, and a third objective was determining the staff perception of the institution in terms of the level of impact that the institutional evaluation approach has in regard to the organization.The theoretical support for the study is based on three institutional evaluation approaches, that is, curriculum evaluation, from the qualitative paradigm, whose exponents are: Posner, Eisner and Stake, mentioned by Flórez (2003), Stufflebeam and Shinkifield’s CIPP (Context, Input, Processes and Products) evaluation, cited by Bausela (2003), and the self-evaluation approach, Antúnez (2009). The intervention proposal is based on this latter approach. The methodology used for the study is the quantitative-descriptive methodology, and a semistructured and self-applied questionnaire was applied to the organization’s population in the area: teaching, technical-administrative, teaching-administrative and administrative staff.The results produced by the study clearly establish that while it is possible to identify several characteristics of the three approaches proposed, in respect to the determination of the dimensions, it does not establish a specific institutional evaluation approach to be applied by the school educational management. Due to the above, the perception of the participating staff concerning the impact that the evaluation approach applied has on the organization does not represent a significant impact on the organization. From the evaluative duty that educational administration has on each school, the management of an evaluation process will have the objective to determine the existing needs, regardless of the approach used, and also to produce the achievement of the goals proposed by the organization. The above involves an evaluative culture construction process, which currently does not exist either in the Latin American or national educational environment. When this construction is based on the self-evaluation approach, the process becomes participatory, as social actors interact in a direct and reflective manner, which brings about commitment towards the institutional improvement process. Finally includes a program to administrate from the evaluation area.Ítem Liderazgo y educación: hacia una gestión educativa de calidad(2011-12-20 00:00:00) Chacón Mora, ArmandoCada etapa de la historia evidencia acontecimientos significativos para la humanidad. La sociedad actual brinda una serie de retos a la educación costarricense, los cuales en lugar de convertirse en un obstáculo, se presentan como posibilidades para la evolución, crecimiento y el mejoramiento educativo. Estas mutaciones socioculturales son consecuencia de la génesis y desarrollo de un nuevo paradigma: el científico-tecnológico, el cual ha ido cambiando vertiginosamente el ser y el proceder de las personas. Todas estas transformaciones y cambios que se producen en el núcleo mismo de las culturas y los pueblos, son en gran parte fruto del fenómeno denominado como globalización. Por esto, es importante rediseñar el currículo educativo nacional para que se constituya en un sistema que implemente una nueva forma de educar y de potenciar el liderazgo, el cual debe de ser práctico y contextualizado a la realidad de la sociedad costarricense; buscando sobre todo mejorar la calidad de vida de todas las personas. Una educación por y para el liderazgo, constituye un factor determinante para el perfeccionamiento de la calidad educativa que incide en la sociedad, lo que busca ante todo el desarrollo integral de la persona y las personas que conviven socialmente.Ítem La educación física en las organizaciones educativas, un estudio de caso en centros educativos públicos de secundaria en el circuito 10 en la Dirección Regional de Educación de San José, Costa Rica(2011-12-20 00:00:00) Pereira Hidalgo, EstebanEl presente artículo refiere a un análisis de gestión que podría darse entre las instituciones educativas públicas de secundaria del circuito 10 de la Dirección Regional de San José y el Comité Cantonal de Deportes y Recreación de Montes de Oca, en procura del mejoramiento de la Educación Física de dichos centros. Para esta investigación, se consideró como objetivos la descripción del proceso administrativo ejecutado por las direcciones de los centros educativos, específicamente en el área de la educación física; la determinación del proceso de coordinación existente entre los centros educativos en estudio y la organización municipal; la identificación del conocimiento que tienen los actuales profesionales en la administración de la educación en los centros educativos públicos con respecto de las reformas que involucran a las organizaciones educativas y finalmente, el establecimiento de un análisis comparativo entre las instituciones, en función del impacto que la gestión ha tenido en el área de la Educación Física, en torno a la reforma al artículo 170 del Código Municipal. El sustento teórico que cimienta este estudio cualitativo exploratorio, se centra en la posición de la Organización de las Naciones Unidas (ONU) con respecto del deterioro que ha sufrido la educación en los aspectos de infraestructura, recursos materiales, pero sobre todo en el desarrollo físico, social, estético y moral de la población estudiantil. Para ello, se realizaron entrevistas semi-estructuradas a los directores y al cuerpo docente de Educación Física de los centros educativos, cuyos resultados muestran que las direcciones consultadas llevan a cabo las acciones necesarias para mejorar en el plano institucional en lo que a deporte y recreación se refiere, pero ninguna ha coordinado planes o proyectos en conjunto con la administración municipal, y que en la mayoría de los casos, no se toma en cuenta al personal docente para analizar, desde un nivel operativo, las principales necesidades de la organización en el plano deportivo y recreativo. Esta acción es fundamental en el entendido de que el personal del centro educativo se puede convertir en un recurso relevante en el cumplimiento de las metas y objetivos de la organización.Ítem Necesidades de formación académica y capacitación profesional para los maestros unidocentes en el Sistema Educativo Costarricense(2011-12-30 00:00:00) Cantillo Gamboa, Sabrina; Cordero Soto, Johanna; Estrada Blanco, DennisEl presente artículo aborda, desde la óptica de los maestros unidocentes pertenecientes a las diferentes Direcciones Regionales de Costa Rica, la formación profesional y la capacitación que han recibido, así como las demandas que plantean e indican como esenciales de solventar para una mejor gestión y labor pedagógica. La investigación realizada se ubica dentro del enfoque cuantitativo, se considera de carácter descriptivo y con diseño no experimental. El estudio recopila y sistematiza información de los maestros unidocentes pertenecientes a las diferentes Direcciones Regionales de Costa Rica, con respecto de la formación y capacitación que han recibido, así como las demandas que plantean e indican como esenciales de solventar para una mejor gestión y labor pedagógica. Entre los principales hallazgos se encuentra el hecho de que los docentes expresan sentirse insatisfechos con la formación académica recibida, así como se evidencia un vacío en lo que corresponde a la formación del maestro unidocente. Se manifiesta también la necesidad de programas de capacitación en el campo. Importante rescatar que este grupo profesional declara interés por actualizarse y adquirir nuevos conocimientos para un adecuado desempeño profesional. La investigación también reveló que los maestros unidocentes deben formarse especialmente en el uso de las Tecnologías de la Información y la Comunicación (TICs) y la Internet, y poder de esta forma, responder con mayor eficiencia desde su gestión, en especial cuando las escuelas se encuentran en áreas rurales de difícil acceso y muy distanciadas unas de otras. Con este estudio se logró inferir la necesidad de ofrecer espacios formativos especializados en unidocencia, tanto en entes privados como públicos de la educación.Ítem Modelo para evaluar los efectos de los procesos de acreditación con el SINAES en una carrera de una universidad estatal costarricense: aportes para su creación(2011-12-30 00:00:00) Somarribas Meza, Lorena; Araya Matamoros, MaricelAlgunos estudios señalan que la consolidación de los procesos de acreditación como mecanismos de aseguramiento de la calidad, hacen necesario que se creen instrumentos para medir su impacto efectivo sobre la calidad. En este contexto se desarrolla la investigación con el interés de generar aportes para la creación de un modelo de evaluación de los efectos de los procesos de acreditación realizados ante el SINAES. Por “efecto” se entiende todo comportamiento o acontecimiento -fuera de la línea de gestión institucional-, del cual puede razonablemente decirse que ha sido influido por algún aspecto de la acreditación. Con ese fin se eligió un referente de calidad en educación superior a partir de propuestas de la UNESCO, el cual involucra los principios de relevancia, pertinencia, equidad, eficiencia y eficacia, desde una perspectiva vigente que conceptualiza a la educación como un derecho humano. Este se denominó “Constructo Calidad”. Además, se analizó su concordancia con el nuevo Modelo de acreditación del SINAES, determinando que ese último está acorde con esta conceptualización. Paralelamente se eligió la metodología de medición de efectos o impactos de la GTZ, Agencia de Cooperación Técnica Alemana. También, se señalaron algunos efectos que podrían esperarse al aplicar criterios concretos del Modelo SINAES y se eligió un criterio para delinear una idea preliminar del Modelo de Evaluación de Efectos.Ítem Labor del Coordinador Académico en la gestión del currículo en las organizaciones educativas de secundaria pública(2011-12-30 00:00:00) Mora Valenciano, CarolinaDada la complejidad de los sistemas educativos, en las últimas décadas han surgido nuevos modelos de gestión y organización, basados fundamentalmente en la diversificación y especialización de responsabilidades y funciones y la creación de nuevos puestos de trabajo que han venido a conformar el equipo del director en su papel de gestor de la educación. Es así como surge la figura del Coordinador Académico, su puesto representa una pieza clave en el engranaje de la organización, dada la importancia de los procesos curriculares en la concreción de la misión y visión institucionales. Este proyecto analiza el papel del Coordinador Académico en las organizaciones educativas de secundaria pública, por medio del análisis de datos obtenidos a través de dos cuestionarios aplicados a veintiún directores y veintidós coordinadores académicos de organizaciones educativas de secundaria pública de las regiones educativas de San José y Desamparados. Como resultado de este se define el papel del Coordinador Académico desde la perspectiva del Director y del Coordinador Académico, se identifican las principales funciones del Coordinador en materia de gestión del currículo así como su nivel de cumplimiento y se establece su perfil funcional real. En las conclusiones del estudio se muestra que el coordinador considera que su papel está estrictamente relacionado con el apoyo a la dirección y los docentes en todo lo concerniente a la parte académica. Mientras que desde la perspectiva del Director, el papel del Coordinador Académico está asociado al éxito escolar, al rendimiento académico y al apoyo de los docentes en materia de planeamiento.Ítem Management Analysis of Education Offerings of the Third Cycle of Basic General Education Open in the West Regional Education Bureau(2012-06-30 00:00:00) Alfaro Céspedes, Mildred; Arce Barrantes, Margoth; Gatjens Esquivel, Marianela; Murillo Vega, María Teresa; Quintanilla Morán, Jose Reynold; Vásquez Pacheco, SianyThe authors present ,in this article, results of a research analyzing the overall management of learning distance educational offers of Cycle III General Basic Education for Youth and Adults in Dirección Regional de Educación de Occidente (West Regional Education Bureau). This is an exploratory and descriptive research using qualitative techniques. In order to collect information, questionnaires and interviews were applied to the actors directly involved in this type of learning distance education. Data analysis is presented in analysis categories that support this study: system coordination from management, action planning at projects locations, the organization of learning distance projects locations, implementation of administrative actions and evaluation. Among the key findings are noted: poor communication of the guidelines towards different levels from the macro, meso and micro educational levels, lack of involvement of the educational community, inadequate provision and distribution of financial, human and teaching resources, unsuitable curriculum for the needs of target population, and an inadequate assessment which does not produce inputs to improve this kind of education.Ítem Educational Management Analysis of Open Classroom Program in the circuit 06 of Central Regional Education Bureau in San José, Costa Rica(2012-06-30 00:00:00) Cortés Rodríguez, BayronThis study analyzes Aula Abierta (Open Classroom or One-room Schoolhouse) program management within the Costa Rican educational system, specifically in the circuit 06 in Dirección Regional de San José (San José Regional Education Bureau).This research was conducted based on coordination links between program implementation and competent authorities. Also the study was implemented in marginal and urban educational institutions including among its objectives a proposed management model for the Aula Abierta (Open Classroom or One-room Schoolhouse) program. The national and international education policies are defined for interpreting the topic, XXI Century Education, education management, model management, evaluation and control of educational programs, project education for all international conventions and in Aula Abierta (Open Classroom or One-room Schoolhouse) program Costa Rican context. The main conclusions of the study are: the administration's commitment to education in the process in culture and the society. Thus, the study externalizes concern of both teachers and principals about the lack of monitoring to this population by raising an intervention proposal directed towards a dual education system, which takes into account two dimensions, one academic and other profession-oriented work.Ítem Management Curriculum Analysis of Education Program at San Rafael Correctional Institution, in Alajuela, Costa Rica(2012-06-30 00:00:00) Murillo Brenes, JeffreyThis article is a research conducted at San Rafael Correctional Institution in Alajuela, Costa Rica. The study applied research based on a qualitative approach through the following objectives: identify curricular design adjustments to educational programs in this center. Besides this, to recognize pedagogical components that have correctional institutions to implement educational programs, determining the curricular pertinence to population needs, and identify the curricula assessment system used for management of this institution. As a conclusion, self-assessment in institutional management is a systematic process of self-reflection with endogenous and exogenous components of same educational centers, by participating institutions from purposes of school management and its improvement plan.Ítem The institutional climate as generator of protection and risk contexts against violence in educational centers in 06 School Circuit of the San José Regional Education Bureau(2012-06-30 00:00:00) Carmona Ávila, Olger; Flores Villalobos, Patricia; Gómez Araya, Warner; Navas Alfaro, Marcia; Ruiz Gutiérrez, Moisés; Smith Coto, KaremThis paper presents analyses educational management from institutional climate in work environment as a source of protection and risk contexts of violence in schools circuit 06 of the Dirección Regional de San José (San José Regional Education Bureau), Costa Rica. This study includes theoretical components such as violence, institutional climate, work environment, ecological model, educational organizations, and conflict. The research uses an investigation mixed with method, with an investigation-action research design developed in seven schools in the Costa Rican educational system. To conclude this study, hostile environment in which educational institutions explode violence acts, and administrative management does not promote real actions to find an approach to avoid violence, as support teams: interdisciplinary, institutional committees, parent associations, and other administrativeboards, they perform so disjointed. The most recurrent violence problem is bullying between students-students, students, teachers and vice versa. Finally, a proposal is presented here for preventing violence from an ecological perspective, through a comprehensive scheme of work, and multi-disciplinary, incorporating actions at community, family and the school to improve quality in the classroom environment and school climate.Ítem Teaching and learning improvement of mathematics in early childhood education, a challenge for management education(2012-06-30 00:00:00) Camacho Álvarez, María MartaThis article results from research entitled: Improvement of the teaching and learning of mathematics in early childhood education: A view from the teaching, whose overall objective was to analyze preschool teacher training, related to teaching and learning mathematics processes, strengths, weaknesses and needs to generate a methodology that can strengthen through teacher training, including self-training. This reflection since management is presented as a challenge that this discipline must be assumed to improve mathematics teaching - learning processes in early childhood education. Leading aspects training such as: courses methodology to train teachers, mechanisms used more frequently aspects of training processes; as well as, professional development and self- training in academic staff of early childhood education. Some actions aimed at changing school culture are briefly describe around learning process in mathematics, where school culture; specifically, educational management assumes a fundamental role. To conclude, the need for academic institutions provide more comprehensive training, and other institutions involved in professional development for mathematics teachers to improve processes of disclosure and training; aside from, educational management takes these processes into policy priorities.Ítem Student Conflict Management: an Approach from Educational Administration(2012-06-30 00:00:00) Chacón Mora, ArmandoThe administrative staff of educational institutions must become a resource to achieve mediation processes between different events both internally and externally of the institution. This staff will manage inherent actions in their duties and leads the group in achieving objectives. This requires from personnel skills that are not part of the ones related to planning, management, and institutional assessment, but also those concerning prevention and construction of strategies to help school community in order to prevent and minimize student conflicts and violence that threaten educational process. This article is based on a qualitative study conducted in a public institution of higher education in San José, Costa Rica, in 2010. This information was gathered through interviews, focus groups and observation. The information was provided by students, teachers and managers of the high school institution. In conclusion, this research determined the need of a plan for preventing and intervening in student conflicts educational institutions.Ítem The professional counselor’s participation for managing the motivation in the educational organizations(2012-12-30 00:00:00) Porras Quirós, WilbertChanges in society and in different labor markets have generated a change in the vision of the person employed within the various existing organizations. This demonstrates the importance for the people been motivated, which generates higher quality products and services. In addition, it is relevant to mention the contribution that may provide the counselor’s labor in the consolidation of an appropriate organizational environment. Further, this encourages the collaborators to have a better performance by the strengthening of strategies that stimulate and increase the motivation of each of them.Ítem Management of Educational Organizations Regarding the implementation of the National Programme of Educational Innovation Circuit 09, Regional Directorate of Education of North-San José, Costa Rica(2012-12-30 00:00:00) Calvo Gutiérrez, IvanniaThis article is a research developed based on the study of three schools of Moravia, San José, Costa Rica (circuit 09 of the Regional Directorate of Education of North-San Jose), in order to analyze the management of educational organizations regarding the implementation of the National Programme of Educational Innovation in selected institutions. The study was conducted under a qualitative method, using the deductive approach combined with a type of study denominated descriptive, because allows to compile the scientific information through the following objectives: -Determine the coordination mechanisms employed at the development of the National Programme of Educational Innovation, -Describe the organizational structure of the National Programme of Educational Innovation for its development in the three selected institutions; -Recognize the planning process undertaken for the development of the National Programme of Educational Innovation; -Describe the control systems employed in the management of the National Programme of Educational Innovation, and finally, -Describe the evolutional strategies implemented in the development of the National Programme of Educational Innovation. The findings we found provide the knowledge on the functioning of the National Programme of Educational Innovation since the Educational Administration, considering the creativity and innovation as essential components to address the challenges of today’s global society.
